I tried Xbox cloud gaming in the past and for me it wasn't a great experience with the pixelation and noticeable input lag on a top end internet connection. With this news I'm just imagining if the inherent issues weren't the case and it was highly playable and I had abandoned owning a console. Already paying for ultimate tier and only having a 15 hour limit and having to pay extra for more time? Jeez. Would be absolutely devastated that Xbox had done this to me.
Can guarantee now that November is GTA VI's final release date. If Microsoft are changing release dates just to make way for that monster you know the dates been set.
To be honest, that is the fairest reason for a delay I have ever heard. GTA will be taking up a massive amount of so many players time during the holiday season. No matter how well received the game is, GTA VI will be a game killer for whatever other game releases around it.

@JetmanUK unfortunately not. My Xbox One X now has no 4K chip boot. Just the new logo and sound sad times.
