I'm assuming the reason they would want developers to build with Xbox as opposed to just PC/Steam (and even Playstation due to the larger install base) would be to maintain support for the Series X/S. Microsoft doesn't want developers to bypass the "console" side of Helix even though they could just build for PC. If developers don't bite, Microsoft could see X/S users switch to traditional PC/Steam (if Helix is not affordable) or move to competitor hardware.
