Wow, it's always a case of how tone deaf can Xbox senior team members be, which is very. And yet, they always manage to surprise with how much worse they make it. Doesn't help that it's all worded in bloodless passionless managementspeak as well.
All they've done this generation is fumble around, destroy creative teams, ruin the few good franchises they've had clinging on since the glory days, weaken some of it further by releasing on a competitor's platform. Literally all that money and all those acquisitions, hardware engineers delivering an excellent product in the Series X and because the lunatics are running the asylum they're still distant third and have a bunch of disillusioned, sometimes deluded fans who have lost faith in the brand.
"it's not as straightforward as lowering the resolution and getting a higher FPS"
No, that's right, you can also do stuff like changing the reflection mapping, adjusting the type and strength of anti-aliasing, reducing draw distance or LoD on far objects, using slightly lower resolution textures... there's loads of ways a game can be optimised for a smooth 60FPS experience. If you care about your game's presentation and want to squeeze the maximum out of the hardware, as a developer it should be part of your job and a point of pride to have the game engine running as hitch free as possible no matter what. Perhaps they were too busy sticking in monitisation options, maybe that's where the devs were mandated to focus.
What their refusal to do that tells me is that they can't be bothered, an attitude which now feels like it probably applies to the whole game. I personally am way less likely to play a game that's 30FPS only these days - I feel that a 30FPS Quality Mode and 60FPS Performance Mode are kind of expected these days, especially when older PS4/Xbox games can be bumped to 4K60 by clever software trickery. Slightly compromised visuals is worth it to me for that smoother higher framerate experience that also comes with reduced input latency.
