From the post-mortems I read, it sounds like Bioware got Anthem wrong all by themselves themselves. It was an extension of the absent project management that affected Inquisition and Andromeda. Different departments frantically making different bits and hoping they'd all coalesce into a game at the end.
If you read about Andromeda was made it feels like a miracle we got a game out of it at all.
