I don't think it's normal, if the developers don't want to sell the game in proper quality on the Xbox Series S, I basically won't buy a raw product. What the developers originally planned at 30 fps is generally nonsense in modern times, and then this explains the lack of performance on the Xbox Series S, but does not justify the developers ...
