@Serpenterror I think you must have misunderstood something. This person took an OG Xbox and made it a handheld, it still plays Xbox games. It's still an Xbox, but now with an integrated display, controller, and battery.
It is 480p because that is the maximum display resolution for most games on the Xbox.
It's not practical to expect to shrink the original hardware in order to fit it in a pocket. There is no reason for a touchscreen because the Xbox does not support touchscreen games.
