Microsoft only seems to repair the Xbox One S for a hefty price. https://support.xbox.com/en-US/help/hardware-network/warranty... Some small businesses used to do Xbox One repairs but most have moved onto the Xbox One X and Xbox Series. Some small business repair shops can be excellent, some stunningly inept. If there are only a few bad reviews I would ignore them cause some people make crap up in reviews when they can't get a repair for free, but if there are many bad reviews I would avoid. You might have to buy a new Xbox.
I should note my Xbox One had Wi-Fi issues, and eventually it would not stay on. I replaced the power brick and it worked. Some replacement power bricks on eBay are generics, and most generic ones suck. eBay sellers are very hit and miss and doing returns on eBay is difficult. It's also quite possible it is not the power brick.
You have to be careful though using small business or anyone else repairing your Xbox as doing so more then likely will void any warranty you have on the item. Best bet is like I said contact Microsoft and go from there. If you don't have a warranty then yeah finding a repair shop or doing it yourself doesn't matter.
