Microsoft's Sarah Bond revealed via Inside Xbox earlier today that every major publisher worldwide is currently developing for Xbox, many of which you can see in the image above.
Additionally, Bond also announced that hundreds of games are set to come to the Xbox Series X in 2021, mentioning that teams are currently developing "experiences that are just going to blow your mind away."
"I just love my job because it's all about connecting creators and publishers with our fans around something that they love - games. And boy, have they been busy. They are creating, right now, games that are going to define the generation. Experiences that are just going to blow your mind away. And I am thrilled to share with you that every major publisher worldwide is developing for Xbox, and we already have hundreds of games coming to Xbox Series X in 2021."

Probably, because I already see 2K there. That means there are even more devs on board, that are not accounted for here.
Edit: @KelticDevil makes a very good point. I don't see Platinum, though, and from what I understand, they self-publish now.

@KelticDevil Rockstar is also a publisher. Afaik T2 is a holding company. They also own 2K which is included in the graphic.
