I believe that the current tier system is a little too complicated in terms of what is included with each tier.
I feel that a better option than the current model would be something like a "Pick X" i.e. you pick 3 games a month from the whole Game Pass library (combining choices from console & PC game pass) and each game you pick is tied to your account for 28 days before unlocking the slot to choose another game when those 28 days have passed.
You could then have a "Pick 3" as £3, "Pick 5" as £5 and "Pick 7" as £7 with an "Unlimited" tier at the same price as Ultimate is now.
And if your household is interested in a family plan maybe there could £1, £2, £3 additional charges per member added to your plan i.e. you are a Pick 3 member but you have a child, so you pay £1 so your child also gets access to their own Pick 3.
Other changes would be to make Xbox Live online multiplayer completely free for those on any Game Pass membership; however I would change all forms of game streaming (whether game pass games or those digitally purchased) to be exclusive top tier accounts, as well as all of the discounts / offers to also be exclusive to the ultimate tier. There needs to be more incentives to make Ultimate the place to go for everything that a gamer wants: a big game library to choose from, exclusive discounts and flexibility on streaming of games - however not every gamer wants this, some gamers may have a few favourites they want access to and maybe one or two new releases per year.
Making game pass scaleable would be very effective as gamers would be paying for exactly what they want rather than paying for a service where you can feel a bit lost in terms of what you are paying for.
