If Microsoft ever decided to make a handheld I bet that it'd not run XboxOS, but a version (locked down or not) of regular Windows with the Xbox UI ported over, so them focusing on the PC handhelds side of things would be very justified. Xbox software simply has no business running on a portable device. It's a cluster of virtual machines with at lest few running their own separate Windows instances. It was designed to run on a device which is constantly plugged into the socket and doesn't have as much thermal constraints as a 7 inch gaming PC. Windows is proven to be relatively reliable on portable devices and it also it is being reported that the next version of Windows might be more mobile friendly or even have a specialised variant which would be lighter and retain most of the compatibility with apps, games etc.
