Basically, the developer and publisher City Connection says that despite "repeatedly adjusting" the two games' content for an Xbox release, it's become clear that more "significant changes" would be required for an Xbox launch.

For what it's worth, City Connection says it still intends to keep delivering its games on Xbox in the future, and has apologised to fans who were looking forward to the two games. Xbox itself hasn't made a statement on the matter.
