Red Ring of Death on Xbox 360 Elite?

….it is an incomplete non-flashing, non-moving circle is there any way to fix this or is it dead

Suggestion:

Call Xbox support, tell them and you may need to send it in for repairs. It will take about 3 weeks after you send it to get it back.
