What Programs Do They Use to Make Ps3 or Xbox Games?

i just want to know a little on what programs they use so i hope you can help TY.

Custom made programs,not available to the general public.

There is no specific program developers use special dev kits that are not available to the public.
They also use their own graphic engines.
