It only has the 1st sector showing Red so I know its a general hardware failure, he's sent it to get it repaired before but because it wasn't Microsoft he doesn't have the seals anymore so he couldn't send it to Xbox under his guarantee.
Suggestion:
If it's only one quarter of the ring flashing red, then that is not the traditional Red Ring of Death at all…
There are several fixes for the red ring which can be found through a simple google search, though. You don't have to look very far at all; the xbox 360 is notorious for the malfunction, and many people have encountered it, and have attempted a wide variety of measures to cure it.
